looks like it's an industry initiative. they don't want their customers to go bankrupt on them as they would lose money on the foreclosures, so they are lenient on rates. the only government role appears to be the choice not to prosecute the lenders for anti-competitive practices.

Hopefully the damage from this monopolist petite bourgeoisie welfare will be limited, and the market will still correct as it should [1]…

Invading Iraq is one of the best decisions he made, probably one of the top three (if not the best) of his first term.
