Petraeus to throw the cold water of reality on some of the conclusions being drawn about Iraq, he is ultimately, powerless, because he is not the Iraqi leader or the Iraqi political parties.  They will end up deciding (as they are to some extent already) the ultimate shape and presence of the US forces there.</description>
